Pakistan's Internal Security and the Role of Afghan Refugees: In the Light of Islamic Teachings

Abstract

In today's world, freedom, prosperity, peace are the fundamental rights of every human being. Unfortunately, millions of people are deprived of this right. In the current era, the refugee problem has become a global crisis. Millions of people have been forced to leave their homeland due to wars, political unrest, ethnic discrimination and economic crisis. As of the end of June 2024, 122.6 million people worldwide were forcibly displaced from their homes due to conflict, violence, human rights violations and public order (UNHCR 2024). Afghan refugees have given rise to a drug culture in Pakistan, as Afghans were allowed to grow opium poppy and make heroin in Afghanistan. As a result, drug trafficking in Pakistan increased, leading to an increase in drug addiction among its citizens. This addiction affected not only the general public but also many Pakistani schools, colleges, and institutions. Over the past four years (2021-2025), the presence and activities of Afghan refugees in Pakistan have had a profound impact on the country’s social, economic, and security sectors. The presence of undocumented migrants across Pakistan has exacerbated economic instability, as well as the threat of terrorism and organized crime. In 2023, the Afghan Consul General appealed to refugees to refrain from political activities, to avoid interference in Pakistani politics. If a person comes in the guise of a refugee and causes unrest, terror, lies, or sedition, then he does not fall under this definition. The Islamic state is obliged to protect the life, property, and honor of the refugee, but at the same time, the state is also obliged to examine the intentions and actions of these individuals. If evidence is found that a refugee is involved in sedition, then it is obligatory to take strict action against him in the light of the Quran and Sunnah.
