This research paper investigates the approach of Dr. Yusuf al-Qaradawi in shaping foreign relations with Muslim countries within the framework of contemporary Islamic political jurisprudence (al-siyāsah al-sharʿiyyah). The study begins by introducing Dr. al-Qaradawi’s intellectual and scholarly background and his contributions to the renewal of Islamic political thought. His methodology is distinguished by a balanced integration of religious texts with the practical realities of the modern world.
The research employs a descriptive and analytical method, examining al-Qaradawi’s writings and positions on political issues through a critical lens grounded in both classical sources and contemporary needs. The paper focuses on al-Qaradawi's classification of political matters into fixed principles (thawābit) and variable applications (mutaghayyirāt), emphasizing his commitment to connecting partial rulings to overarching objectives (maqāṣid) and moral foundations of Shariah.
The core of the study explores al-Qaradawi’s vision for relations between Muslim states, advocating for unity, fraternity, mutual support, and the rejection of internal warfare. Key concepts include the sanctity of Muslim life and property, the principle of Islamic brotherhood, and the requirement of cooperation and solidarity between Muslim nations in global politics.
The findings highlight that Dr. al-Qaradawi’s methodology provides a flexible yet principled framework for political engagement that preserves Islamic values while allowing room for contextual adaptation. His approach underscores the relevance of Islamic legal theory in navigating modern political challenges and calls for further scholarly engagement with contemporary issues using the tools of Islamic jurisprudence.
